Trócaire’s Programmes Team provides technical advice and support to country programmes and partners and to the wider organisation towards implementing Trócaire’s organisational strategy (2021-2025), ‘Local Power, Global Justice’ The programmes team sits in the Global Programmes Unit within the International Division.
It is Trócaire’s ambition to support the protection and empowerment of the most vulnerable rights-holders and their defenders in areas of justice and peace, civil society space and access to and control of natural resources.
The Programmes Team support Country Offices and Partners globally to deliver coherent impactful programmes, through promoting learning and innovation, and providing high-quality technical assistance, which enables positive changes in the lives of the communities and women and men we serve. The Governance Advisor will play a lead role in the development and implementation of programming related to enabling structural reform, enabling and protecting civil society space (CSS) and integrating Trócaire’s citizen monitoring and advocacy (CMA) approach. The role will lead on providing technical support to country offices and partners, identifying and initiating research opportunities and promoting innovation within our work, to further deepen our learning and expertise.
Reporting to Head of Programmes, this is a fixed term contract (1 year) with travel to programme locations when required and appropriate and is based in Maynooth, with frequent travel.
This role will sit in the Programmes Team, collaborating primarily with the Human Rights Advisor, as well as others in the team: the Sustainable Agriculture Advisor, Women’s Empowerment amp; GBV Advisors, the different Heads of Portfolios particularly Human Rights- and other organisational units (Policy amp; Advocacy, Programme Impact amp; Learning; Humanitarian, GPFU and the Localisation and Partnership Hub).

Key Duties amp; Responsibilities
Development of Strategy, Guidance amp; Resources on Governance, CSS and CMA
In consultation with relevant colleagues, and informed by programming
Guide the development of governance, CSS and CMA strategies and outcomes in programme countries based on sound technical knowledge and a thorough understanding of best practice in this area. Develop guidance and resources to assist in the implementation of the strategy and support programme quality and innovation, aligned to the organizational theory of change and the programme strategy Support programmes in monitoring, evaluation and learning, including use of the organisational programming indicators. Ensure key themes identified as part of the integrated programming agenda are reflected in governance strategy and tools and guidance (citizen monitoring and advocacy, resilience and women’s voice and influence). Ensure governance is appropriately reflected in other programming strategy and tools and guidance as appropriate. Provide accompaniment and support to integrating CMA across programmesProvision of high quality timely Technical Support for country programme planning, delivery and evaluation
Provide technical support to the programme countries on governance, CSS and CMA through remote support and regular field visits. Assist in the identification of opportunities for innovative practices and future strategies and approaches in consultation with local and international partners and networks in close collaboration with field offices. Provide support on appropriate citizen monitoring and advocacy in programmes with due attention to governance and civil society space. Provide technical support on programming aspects of institutional funding proposals, and implementation and reporting, to increase or maintain funding for governance and civil society space. Key role in supporting proposal development and consolidating narrative report for Irish Aid as one of our main donors. Working alongside other programme advisers in HQ, provide technical assistance on the development and implementation of integrated programmes to the field in a way that maximises the impact of our work.Facilitation of Learning and Sharing within and across Country Programmes
Facilitate and support a strong learning and knowledge management of governance, CSS and CMA strategies and practices. Identify and support new research opportunities on governance, CSS and CMA in consultation with field offices, Heads of Portfolio and other teams in the International DivisionStrategic engagement in relevant internal and external fora enabling collaboration and profiling
Represent Trócaire’s programming work on governance, CSS and CMA in networks and in relevant internal and external forums to ensure that learning is shared and the work of Trócaire and partners is profiled and is informing sectoral thinking (fora include EU LAT, the Sherwood Way, etc.) Ensure profiling of Trócaire’s research and learning on governance, CSS and CMA within Trócaire and more broadly in the sector.Any other relevant tasks as identified by management, in line with the scope and focus of the role.

- A post graduate qualification in governance and/or human rights or a related field.

- At least three-five years’ experience (preferably five) of providing technical expertise on governance, and/or CSS and/or citizen monitoring and advocacy.
- Multi-country experience of programming or advisory support.
- Experience in developing and implementing results-based monitoring and evaluation systems for governance and human rights programmes.
- Experience with donors and donor procedures.
- Experience of gender sensitive approaches to governance and human rights interventions.
