Trócaire has secured funding from Irish Aid to scale up preparedness to climate change and other disasters across 6 priority countries (Ethiopia, Malawi, Sierra Leone, Somalia, South Sudan, Zimbabwe). This initiative aims to improve disaster preparedness and response with local partners in the target countries, while also considering appropriate strategies and approaches to reduce climate risk (mitigation and adaptation) and support loss and damage as a result of climate change. Working at different levels (local, national, regional, global etc.) this role will support Trócaire’s local partner organisations to develop their programme capacity, institutional sustainability, as well as their voice and influence within key coordination structures, strengthening their leadership and capacity to prepare for and respond to crises and climate impacts.
Trócaire staff and local partners will work with community structures to carry out participatory risk assessments that consider the hazards, differing vulnerabilities and capacities of the local area. These assessments will be used by partners and communities to develop plans to address multi hazard risks and anticipate emergencies before they occur, strengthen coping capacities and build resilience. Trócaire will support and strengthen local early warning systems (linked to national or regional systems where possible) which are built on local and indigenous knowledge and enable preparedness , risk mitigation and adaptation actions, including to climate change. Emergency Preparedness Planning (EPP) with local civil society partners and institutions including anticipatory action, coordinated response, improved capacity and decision making will also be supported to ensure a more timely, efficient, effective and quality emergency response.
The Disaster Preparedness Coordinator role will be responsible for leading on this preparedness initiative in line with Irish Aid requirements and Trócaire standards.
This is a multi-facetted role requiring a diverse skillset (e.g. Coordination with country team and HQ units; partnership and tailored capacity strengthening per country; Preparedness, Disaster Risk Reduction, Climate change; Resilience; budget and grant management;). The role includes regular regional travel in Africa.
Reporting to Humanitarian Manager Operations, the role can be based either in Maynooth (Ireland), Addis Ababa (Ethiopia) or Nairobi (Kenya). This is a fixed contract of 3-year duration on local terms and conditions depending on the location. While located within the humanitarian team, the role will work closely with the Climate Coordinator in the Programmes Team, across goals and country portfolios.
