Job Description

Trócaire works in partnership with local and church organisations, supporting communities in over 20 developing countries across Africa, Asia, Latin America and the Middle East to bring about lasting change. Trócaire envisages a just and peaceful world where; people’s dignity is ensured and rights are respected; basic needs are met and resources are shared equitably; people have control over their own lives; those in power act for the common good.

The Standards amp; Compliance Unit is the focal point within Trócaire that co-ordinates the management of policies, the risk framework and donor due diligence requirements and regulatory compliance. The unit tracks the regulations and standards applicable to the organisation, and the individual positions and teams that lead on these regulations and standards. The unit is also responsible for Supply Chain Management policy and Data Protection policy.

The Head of Standards amp; Compliance provides Trócaire’s leadership with an overview of compliance risk and performance, identifies areas requiring focus and resourcing, and works to co-ordinate policies and procedures in a manner which reduces the compliance burden on the organisation.

There are currently 5 people in the Standards amp; Compliance team including Head of Standards amp; Compliance, Compliance Officer, Supply Chain and Logistics Manager and two Central Administrators.

Reporting to Director of Corporate Services, this can be a Full or Part Time specified purpose contract and can be based in Maynooth or Belfast with remote working options [1].

Key Duties amp; Responsibilities

Co-ordination of Organisational Policy Development

  • Maintain the policy framework and KPIs for the development, review, approval and implementation of organisational policies.
  • Identify the policy leads and owners across Trócaire for the main areas of organisational policies.
  • Co-ordinate the systematic development, review, approval and implementation of policies in the organisation. Policy owners are responsible for individual policy design, implementation and review.
  • Support the Compliance Officer as they review organisational policies with a particular focus on addressing donor compliance requirements.
  • Chair the Policy Steering Committee and ensure this committee delivers a high standard of policy co-ordination, approval and challenge to the organisation.
  • Risk Management

  • Support the Director of Corporate Services to develop, maintain and oversee the organisation-wide risk management framework, control framework and risk reporting.
  • Design delegated authority matrix with autonomy and accountability
  • Socialise the risk framework and risk appetite in the organisation
  • Identify emerging risk areas for Trócaire and make recommendations on responses.
  • Promote the Speaking Out culture within Trócaire supporting whistleblowing, the reporting of wrong doing and the raising of complaints and concerns by Trócaire staff.
  • Work closely with Trócaire staff leading the responses to high risks such as staff security, IT security and safeguarding to support strong procedures and policies across the organisation to mitigate these risks.
  • Data Protection

  • Head of Standards and Compliance is the lead figure and focal point for co-ordinating personal data protection best practice in Trócaire.
  • This is either in the role of Data Protection Officer (DPO) or Data Protection Lead (DPL) depending on regulation requirements.
  • Work with the Information Security Manager to ensure a comprehensive and co-ordinated approach to managing Data Responsibly across the organisation including systematic tracking, mitigation and closure of Data Protection risks.
  • Oversee Compliance Officer management of the DPO mailbox.
  • Key member of the Data Protection Information Security Steering Group.
  • Present to Audit and Risk Committee on Data Protection risks and controls in Trócaire.
  • Co-ordination of Compliance with Regulations amp; External Standards

  • Develop and maintain a database and reporting timeline for regulations and external standards that Trócaire is subject to globally including details of the Tróc
