Trócaire works in partnership with local and church organisations, supporting communities in over 20 developing countries across Africa, Asia, Latin America and the Middle East to bring about lasting change. The role is responsible for providing effective leadership and strategic direction to a group of countries, through line management of and support to 4 Country Directors and their teams. The role is responsible for ensuring that the countries in the Climate and Gender portfolio develop strategically in line with organisational policy, procedures and guidelines.

This role will provide oversight of Trócaire’s international work across the portfolio of countries in our Climate and Gender grouping (Malawi, Sierra Leone, Ethiopia, Rwanda with some work in Zimbabwe).

Reporting to the Director of International, this is a Permanent Contract with regular travel to programme countries as outlined and other locations as required. The incumbent will manage a team of 4 Country Directors.

Key Duties amp; Responsibilities

Strategic Leadership

  • Contribute to the development, implementation and review of a portfolio strategy for Gender and Climate ensuring the creating and maintaining of a vision among Country Directors and country teams for the overall portfolio.
  • Support Country Directors and the teams to develop Country Strategy Papers which are in line with global organisational objectives and which respond to the local context. Ensure these are reviewed through a robust and effective process.
  • Monitor the external environment in which Trócaire operates to ensure that significant developments are clearly understood and that opportunities and possible innovative responses are identified and leveraged in ways that enable delivery of the organisation’s mission.
  • As a key member of the management team of the International Division, contribute to policy and decision-making on strategic direction for Trócaire’s international development and humanitarian work.
  • Country Operations and Human Resource Management

  • Provide effective leadership and strategic direction to countries, through line management of and support to the Country Directors, ensuring that Country Strategies and Divisional Operational plans are developed, implemented and reviewed in line with organisational strategy, policy and procedures.
  • Ensure that the human, financial and technological resources required to meet strategic and operational objectives are in place for the Climate and Gender portfolio of countries, and are managed efficiently and effectively.
  • Line manage Country Directors and foster a high performance culture of team-working and mutual support and resilience supported by strong performance management.
  • Lead on the management of the joint CAFOD, SCIAF and Trócaire office in Ethiopia, ensuring it is supported by a well-functioning Joint Agency Governance Group and that key relationships in CAFOD and SCIAF are well managed.
  • Ensure that Trócaire attracts and retains high calibre national and international staff across the countries in the portfolio by ensuring a sense of clear purpose to all staff, role clarity, development opportunities and competitive packages, in line with Trócaire policy and in coordination with HR.
